National standards should be established for technical requirements in the field of education that need to be unified across the country. According to the Standardization Law, the Ministry of Education proposes, organizes drafting, solicits opinions and reviews technically based on the responsibility of the project responsible for compulsory national standards in the field of education. The standardization administrative department of the State Council is responsible for the establishment, numbering and external notification of mandatory national standards. Mandatory national standards are issued or authorized for approval by the State Council. Recommended national standards can be established for technical requirements that meet basic needs and support for mandatory national standards. The recommended national standards are formulated by the competent department of standardization administration under the State Council.check here ”National Standards” are the exclusive nouns stipulated by the Standardization Law. Industry standards can be established for technical requirements that do not have recommended national standards and need to be unified within the national education industry. Industry standards are formulated by the Ministry of Education, including project establishment, organization drafting, review, numbering, and approval of publication. According to the “Industry Standards Management Measures”, within 30 days after the approval of the industry standards, the published industry standards and preparation instructions together with the publication documents shall be sent to the standardization administrative department of the State Council for the record.

Local standards can be established for technical requirements in the field of education that do not have national and industry standards and need to be harmonized within a specific administrative region. The local standards shall be reported to the standardization administrative department of the State Council of the People’s Government of the province, autonomous region or municipality directly under the Central Government for the record, and the Ministry of Standardization Administration of the State Council shall notify the Ministry of Education.check here

  1. Normative education standard setting procedure

The formulation of educational standards should be based on scientific and technological research results and educational reform and development practices, in-depth investigation and demonstration and extensive solicitation of opinions, to ensure the scientific, normative and time-sensitive standards.
